tricky spot vs super pasive guy

    rosario is a super passive calling station like 60/3/1 for 300 hands, I don't have much sample for his cbet, his donk lead is very small and his agression on flop is 14%, 28% on turn and 35% on river. And he raises the small blind in 17%
    It is really weird that he does not cbet the drawy flop and donk leads turn, I put him on flush or Ax, Qx with a flush draw.
    What would you do on the turn, I'm thinking of maybe Minraising him just to take the initiative... What Do You Think?

    you can rr to like 4 and if called bet something like 1/2 on the riv but somewhere if you face agression from the passive guy just fold it like it'sss hoooot
