I think I like b/c a bit more. We get some value from 9T/Q9/A9 - maybe floated JTs - he can still have lower sets, 45, turn 77 into a bluff, sth like T7ss... Is he raising 69 on the flop or turn, Q9 ?

Tricky decision, many factors to consider which are pretty subjective...

will make bigger bet on flop and turn and bet riv like 1/2......2/3 at most to keep his calling range wider on the river
flop is like 28 and turn is like 70 into like 100 when u bet 28 flop
